Did you notice that on Paul's first missionary journey, he did not set up any churches, though he did lead people to Christ.
On his second trip, he set up some churches, that is Biblical localities with elders to take care of them.
Why is this significant? Because today we have a similar challenge. Though we can lead people to Christ, afterwards, we still need to as Apostles appoint Elders of a locality.
