Check this amazing revelation I just received by the Holy Spirit. An apostle does the work of appointing elders to take care of a Biblical locality.
Keeping this in mind, notice under "Group Memberships" in your User CP, "Elder of a locality" is for an elder (who is really a sub-elder), for his or her specific meeting place in a Biblical locality. Why is this so amazing?
God is working wonders here for us to make sense of how He plans to reestablish Biblical locality.
The reason this is so amazing is because an Apostle appoints an Elder, which does not happen until we have at least 12 apostles in agreement. In the mean time though, we have many meeting places of sub-elders taking care of their weekly meeting places (e.g. Stephen - a member of Biblocality Forums - is an excellent example of this): he who is an Elder of a locality "takes care of a meeting place in a Biblical locality on the Meeting Place Finder map (http://biblocality.com/forums/VBGooglemap.php) for the Body of Christ," not necessarily a whole locality. This is the description for an Elder of a locality under group memberships.
Do you see how this dichotomy (between not yet having the 12 apostles to usher in Biblical locality like in the first century and there still being many meeting places) is being resolved? While we wait for the top-down approach to come into agreement by being directly commissioned by God, this does not mean we do not forsake the bottom-up approach. In between are the elders of a Biblical locality that will be the meeting point of the apostles and the sub-elders.
If anyone does not understand exactly what is being said here, please ask. This is the most important thinking happening in the Work for the Church today! Bar none!
Note: an apostle presently can also be an elder of a meeting place, but not of a whole Biblical locality, since the 12 have not yet come into agreement.
