Churchwork

As I pray on the body life, I am convinced and convicted by the Holy Spirit that in order for the cohesiveness of the church according to Biblical locality to fruition, certain things must be put in place first by the grace of God.
First what is needed are 12 apostles, with an equal number of men and women, who can agree on Scriptural locality where the same sacrifice was made in the first century. That sacrifice is voluntary poverty. Who has received this calling, the direct commission from God, to be an apostle to appoint elders for Biblical cities or remote areas?
In all the world, who has done this and seek for this end wherein those appointed elders, who were appointed by apostles, have a mission before God to build up their locality under one roof with all its differences.
Because the apostles were right before God, so will be the elders; but today, because those who say they are responsible for the regional work of the church are not being very responsible at all, they divide the body of Christ in their sectarian spirit for the pastoral system.
The litmus test is as follows: if those who say they are regionally responsible for appointed elders for Biblical localities do not agree 100% with all 33 questions, then why do they teach something falsely, and yet still call themselves responsible for the regional missionary work?
Would one who is an apostle from God be so overassuming to reject even one of these questions (http://www3.telus.net/trbrooks/needtoagree.htm)?
Remember when Peter was wrong, he repented, after he was corrected by Paul. If someone can not repent from not believing any one of these 33 questions, would he be an apostle?
