Man is fallen --
--> people are born into sin and are going to Hell unless God provides a solution --
--> people are not totally depraved from the fall, because total depravity is total, whereas people can still do good things sometimes and accept what Jesus did for us on the cross for God provides sufficient grace to all whosoever is willing --
--> some people of their own volition receive God's offer of salvation, some do not, but they have no excuse for not being saved because God's grace both common and special is more than sufficient for all.
Grace is not sufficient if people go to Hell without any recourse or opportunity to be saved. Nor is grace authentic and proper if repentance, faith and regeneration have to be irresistibly imposed on some to allegedly save them.
Never confuse sinner with total inability, but rather he is drawn by the evil spirit into a propensity to sin. But he can draw back unto Christ towards the salvation of the cross through repentance and faith in our Lord and Savior, just as those who were drawn by God can "draw back unto perdition" (Heb. 10.39) to refuse God's offer of salvation. Not all drawn are chosen, but all chosen are certainly drawn.
The difference between the semi-pelagian and the osas arminian is that the semi-pelagian denies God's requirement to woo and drawn, whereas a Christian (osas arminian) receives God's drawing, wooing, convincing and convicting towards the cross.
