Every person has been given sufficient grace to be saved. Even though many have received common, even special, grace which is more than ample, they still refuse God's life and therefore, will spend an eternity in Hell.
"It is up to God whether we find ourselves in a world in which we are predestined, but it is up to us whether we are predestined in world we find ourselves."
That is to say, in any world we find ourselves, God gives us all sufficient grace, so it is up to you whether you are predestined. God has, obviously, chosen this universe for us because it is the optimal one which saves the most and damns the least.
It is true that many receive more grace than others. For example, someone who has come so close to God still rejects Him would have been given more grace to convince and convict them such as Calvinists who seem to have more Bible knowledge and interest than Atheists or Muslims, studied the Bible for many decades, and might even think they have been saved according to the Bible, but they still reject God's way of salvation (OSAS Arminian). Whereas a young child who doesn't know much yet and has parents who are non-believers, when he reached the age of accountability he immediately gave his life to Christ.
It so happens in a world of many individuals it is not possible to save everyone, because of contingencies. The more people, the more possible conflicts. But what God does promise is to save the most and damn the least. God's plan is to fill the New City to its optimal point because the New City is the optimal size God is looking for based on the size for His sons and daughters with a universe this size. Therefore, there must be a savings ratio (http://www3.telus.net/trbrooks/savingsratio.htm). The New City and New Earth are the right size relative to the resources of the universe to last a long enough time before venturing out of our solar system and beyond.
This principle agrees with also why the universe is so large: because it was required to create the full elemental table and provide man sufficient time to build our relationship with God under fair enough conditions. Who can know all the things God has planned for those who love Him? There is a reason why the universe is the size it is. Because this size is needed to fill the New City. God has a specific number of saved souls in mind.
In any given situation, He knows your number of choices. Individually, all people could be saved, but when put together, God finds He is unable to save everyone, because of man's resistance and unwillingness to get along with his fellow man; in turn, they reject Christ. For example, you have Christians, Roman Catholics, Muslims, Hindus. But if there were just 4 people on Earth, you probably wouldn't have these 4 distinct religions and a greater likelihood all could be saved. But God is not satisfied with just 4 or 5 individuals. He wants a relationship with the corporate body of Christ.
In order to reach the optimal size and inhabitants for the New City, God is unwilling to not create someone who will be saved because of someone else who refuses salvation under all God's full grace given.
This is how God's infinite foreknowledge is reconciled with free-will in which God predestinates by foreknowing our free-choice: a conditional election, unlimited atonement, resistible grace, for preservation of the saints (OSAS).
