This is a parallelism. Same "all men." Don't even dare try to get around this, and if you do, check your conscience at the door to stop yourself before you do malign these verses.
"Therefore as by the offence of one judgment came upon all men to condemnation; even so by the righteousness of one the free gift came upon all men unto justification of life" (Rom. 5.18).
"Who will have all men to be saved, and to come unto the knowledge of the truth" (1 Tim. 2.4)
All men can be saved "whosoever should believeth" (John 3.16) "to the knowledge of truth" and "unto justification of life".
