In Matt. 19.11 "Receive" - This is a matter of capacity. We can not force people not to marry. It is a sin to coerce people to get divorced and force people not to marry, since not all men receive the gift of remaining single.
"But to whom it is given" - There is God's original will of Adam and Eve, and on the other hand, God's gift to certain people for celibacy, even on purpose for the Kingdom of Heaven as led by the Holy Spirit intuitively and in clearness of conscience. Spousal relationship take a lot of time away from the Kingdom.
Isn't that beautiful!
These ones like Paul who are eunuchs for the Kingdom, have their special place in the Kingdom rewards (see Rev. 14.4).
"He that is able to receive it, let him receive it" (v.12b).
p.s. the disciples actually made a mistake in v.10 since you do not get married just because it will stop you from cheating. Rather, you don't get married (sexual relations) because physiologically, circumstantially, or sake of the Kingdom (v.12a).
