This is prophetic, and pertains to the Savior because He is there. We can read in Revelation 21 as to how this will come to pass. On that final day of this earth age, Jesus Christ shall come to earth to establish His Millennium kingdom, and the kings and queens of the Gentile nations shall come to Jerusalem to worship.
Revelation 21:21 "And the twelve gates were twelve pearls: every several gates was of one pearl: and the street of the city was pure gold, as it were transparent glass."
Revelation 21:22 "And I saw no Temple therein: for the Lord God Almighty and the Lamb are the Temple of it."
Revelation 21:23 "And the city had no need of the sun, neither of the moon, to shine in it: for the glory of God did lighten it, and the Lamb is the light thereof."
Revelation 21:24 "And the nations of them which are saved shall walk in the light of it: and the kings of the earth do bring their glory and honour into it."
"Mountains" is a word meaning "nations". However, the "mount of God" is "mount Moriah"; "Moriah" in the Hebrew tongue means "chosen by God". God chose the place. That is the place of the Temple mount to this day.
You skipped over the millennial kingdom which is Revelation 20. Revelation 21 is not the millennial kingdom, but it is the new city and new earth after the millennial kingdom. Anyone can reign with Christ who is an overcomer believer in the millennium (Rev. 20.2-7), including Jews or Gentiles. It depends on the person to receive this reward. First they must be saved, then they must overcometh as mentioned in Rev. 2 & 3.

In the new earth, there are those who live outside the new city who will come to the new city to receive renewal because they will still have bodies of flesh and blood. Though there is no sin, there is still weakness. Those inside the new city have resurrected bodies and would come from this dispensation, the OT period and the millennium, if they were not transferred livingly at the last generation of the millennium.

Isaiah 2.4 speaks of the millennial peace: "nation shall not lift up sword against nation, neither shall they learn war any more" just like in Rev. 20.3: "that he should deceive the nations no more, till the thousand years should be fulfilled".

Generally speaking, the OT doesn't look to the eternity of the future in the new city. It only takes into view the millennial kingdom on earth, e.g. Isaiah 2. While the Old Jerusalem on Earth exists during the millennial kingdom, the New Jerusalem can not come down all the way. Only when the Old Earth is burnt up and the Old Jerusalem is gone, will the New Earth receive completed the New Jerusalem come down from heaven. It will take the 1000 years to construct the New City on the New Earth.
