"Women should be silent during the church meetings" (1 Cor. 14.34). Since women can be Apostles, teachers, prophets, and evangelists this verse is not saying women can never speak in the Church, but that in this case women were creating a ruckus and distraction filled with emotion. Verse 32 and 33 just before imply this, "Remember that people who prophesy are in control of their spirit and can take turns. For God is not a God of disorder but of peace, as in all the meetings of God’s holy people." Some women were speaking in other languages and out of turn. "So, my dear brothers and sisters, be eager to prophesy, and don’t forbid speaking in tongues. But be sure that everything is done properly and in order" (vv. 39.40). Some Bible versions place verse 34 after verse 40. It's like when you say "they are all going to the store" doesn't mean literally everyone, but a great many.
