I believe that before Christ can return there needs to be a working model of Biblical locality all over the planet with thousands of regional apostles and elders of a locality for every major city in the world. The apostles are distinquished as agreeing with each other on a certain number of questions (that the first 12 form together and others do agree also) because they were commissioned by God to such agreement.

For example Fresno has 450 churches and dozens of denominations. The church in Fresno is the largest company in the city, but the problem is they are totally desjoined rendering the not very effective.

If they were seen together as one unit, that's authority and power for believers to do God's will and set the stage for His return. The reason why such coming together is important is because decisions made for a city will be influenced more than would be otherwise. This does not mean the church and the state are married. It only means that the Church is having a greater impact upon peoples' conscience.

When we say church we mean a locality and when Church is used, it refers to the universal Church of all believers on the planet.
